CCC, COA or SAS?

Finance is becoming increasingly difficult for purchasers to obtain from lending institutions.

If a property does not have a Code of Compliance Certificate (CCC) for improvements, it could pose a problem for buyers who are applying for finance to purchase that property.

Code of Compliance Certificate (CCC)?  Certificate of Acceptance (COA)?  Safe and Sanitary (SAS)?  What does it all mean?
